The Board consists of seven persons elected for a period of two years at the Annual General Meeting. To serve on the NCCL Board is an excellent chance to be involved in the Norwegian-Latvian business community and to cooperate with relevant, professional stakeholders in developing the Chamber.
Chair of the Board
Harolds Bulmanis is the General Manager of SIA SunCrisp, a Norwegian family owned group of companies. Initially, SunCrisp was a small business turnaround project, developing into a growth company specializing in snack carrots. Harolds began his career in advertising then working for the Coca-Cola system for 17 years. 12 of those years in Canada and 5 years in the Baltics, based out of Tallinn. After leaving Coca-Cola, he joined Carlsberg in Latvia (Aldaris) as the Business Development Director and moved the family to Riga. In 2012, he left the corporate world to join SunCrisp. Harolds does some guest lectures at the University of Latvia and at Riga Business School, and holds a business degree from the University of Toronto.
Vice-Chair of the Board
Frode is CEO of Linstow Baltic, a Norwegian real estate developer and manager with more than 20 years experience in the Baltics. He has been with the company since 1998 when he joined as its COO, becoming CEO in 2004. He has held several positions at Executive Boards, including the Foreign Investor Council in Latvia and Power Nordic Consumer Electronic Chain (former Expert Nordic). Frode holds a BA in International Marketing from the University of Leeds in the UK and Master of Marketing Science from the Norwegian Business School (BI) in Oslo, Norway.

Krista Vahtele is the Executive Director of NCCL since September, 2023. With a career spanning over 15 years, Krista has acquired an extensive experience in the Scandinavian market, having held a variety of leadership and project management positions. Krista has pursued her education in Denmark, Canada and Latvia, and holds a Masters degree in Business Administration.

Bertrand André Sillon has nearly 30 years of experience in the automotive industry. Since joining Møller Mobility Group in 2009, the largest automotive company in the Nordics, he has held several management positions. Since 2013, Bertrand has focused on e-mobility, contributing to the launch of Volkswagen’s e-Up and e-Golf, and leading charging infrastructure projects for dealer networks in Norway and the Baltics. In 2018, he became Group Aftersales Manager at Møller Baltic Import, where he established an e-mobility workgroup to share Norwegian expertise with the Baltics. Living in Norway, Bertrand enjoys the benefits of electric mobility and aims to bring this reality to the Baltics. He advocates for environmental policies supporting e-mobility and, through his experience with Norway’s transition, understands the challenges involved. This has also led him to work as an advisor in the creation of the Baltic Sustainable Mobility Alliance. This NGO, consisting of the largest manufacturers present in Baltics, is dedicated to accelerating the adoption of sustainable mobility in the Baltics by fostering an environment where electric vehicles are accessible, practical, and the preferred choice for transportation.

Dace Lubāne is Head of Norwegian Air Resources in Latvia, a group company of Norwegian Air Shuttle. Dace holds a Master's degree in Law from Latvian University and has gained extensive work experience in several Scandinavian and international business and state institutions: Swedish Embassy in Latvia, Ernst and Young, as well as Statoil Fuel and Retail / Circle K. Diverse working experience within Legal, Tax Advisory and Procurement areas in addition to implementation of business processes has allowed continuously to improve and learn. When Norwegian Air Resources Latvia was established 5 years ago, Dace joined the company and since then has been an active participant of NCCL, representing Norwegian and actively contributing to opening Norwegian's base in Latvia.

Gatis Ginters is CEO of Norplast Piemare, a Norwegian owned ENTEC Norplast daughter company, with wide experience in business management, sales, marketing, and international trade. Mr.Ginters holds a master's degree in Business management from Latvian Agriculture University and University degree in Transportation and Logistics from World Maritime Academy in Rotterdam, Netherlands. As commercial and trade counselor at Latvian embassy in Norway and Head of Norwegian office of Investment and Development Agency of Latvia he has advised Latvian and Norwegian entrepreneurs in finding partners and boosting trade between countries and promote Latvian companies in Norway as well as attracting Norwegian FDI to Latvia.

Svetlana Kočerova, Head of the Latvian Branch of DNB Bank ASA. Manager and Lean enthusiast with many years of experience. Svetlana has worked in various positions: implementation of Lean and training, transfer of services, establishment and management of branch administration, management of bank operations department and management of various efficiency projects. Currently working on a doctoral degree at the University of Latvia, with research focusing on the application of Lean principles in the service industry, reflecting her dedication to continuous improvement and efficiency. Svetlana believes in lifelong learning, encapsulated in the timeless words of Heraclitus: "There is nothing permanent except change." #lifetimelearning is her mantra, guiding her through the dynamic landscape of modern banking and beyond.

Inga Tenisa is a highly experienced banking and finance lawyer at COBALT, specializing in complex cross-border transactions. She provides comprehensive legal guidance on intricate financing and lending agreements, as well as restructuring and refinancing initiatives. Inga is particularly adept at navigating the landscape for all kinds of Latvian and internationally governed collateral, such as guarantees under the Uniform Rules for Demand Guarantees 758, the pledging of aircraft, and the establishment of mortgages over vessels. Complementing her legal practice, Inga holds a master's degree in environmental sciences, allowing her to provide legal advice also on environmental matters and cater to a broad spectrum of business requirements.
